In 2025, the Victorian Government commissioned an independent review to ensure the public sector is focused on what matters most: delivering essential services, entity consolidation and returning the non-frontline public sector towards its pre-pandemic share of employment.
The review was led by Helen Silver AO and made seven recommendations – most of which will be implemented by the Victorian Government with results to deliver over $4 billon in savings.
