CEDA in partnership with WSP is undertaking research into Australia's construction productivity challenge across major infrastructure sectors This exclusive session will bring together the findings of the three in-person co-labs held in Western Australia, New South Wales, and Queensland to examine the productivity challenge that cuts across all sectors and major construction nationally. The same structural pressures appear consistently: contracting models that discourage collaboration, heavy reliance on subcontracting and governance and approval frameworks that add cost and time without always adding certainty.
Workforce and supply chain constraints are compounding the problem at precisely the wrong moment. Labour shortages are projected to increase, supplier consolidation has thinned the tier-1 market significantly over the past decade, and the delivery ecosystem is being asked to simultaneously absorb a once-in-a-generation energy transition, a sustained public infrastructure pipeline, and the ongoing capital demands of the resources sector.
Public infrastructure brings into focus the procurement, governance, and risk allocation settings that shape how all major projects are delivered. Together, this offers a picture of where Australia's infrastructure delivery system is under strain and where lessons might cross sector boundaries.

Held under Chatham House Rule, co-labs are facilitated by CEDA economists or subject matter experts and are limited to a small group of participants. Each participant is expected to actively contribute to the discussion, responding to the set focus issues and drawing on practical examples where possible, with briefing packs and set questions provided to delegates prior to the co-lab.Attendance at this co-lab is by invitation only.
